As the costs of maintaining and updating school infrastructure rise, many districts are turning to bond measures as a way to secure the necessary funds to maintain a safe, healthy, and effective learning environment for students. For our local high school, a proposed bond to replace the aging roof, abate and fix the floors, and replace the gym floor aims to address these critical needs that directly impact both the safety and functionality of our school. Our school not only serves our students but the entire community as our disaster relocation center and a community center.

Why a Bond?

A bond is essentially a loan that a school district takes out to fund significant construction projects and facility improvements. Bonds allow the district to complete much-needed repairs and upgrades without cutting into the annual operating budget, which is typically used to cover teacher salaries, utilities, and other day-to-day school expenses. Bonds are paid off over time through property taxes, but they give schools the upfront capital needed to carry out large-scale improvements.

High School Roof and Ventilation: A Critical Investment

The roof is one of the most vital parts of any building, and the high school's roof is long overdue for replacement. As part of the roof replacement, improvements will also be made to the soffits to prevent cold air from entering the attic space. This upgrade will help maintain more stable indoor temperatures, reducing strain on the heating system and improving overall energy efficiency.

By addressing both the roof and ventilation issues now, the district can prevent further damage, enhance energy efficiency, and create a safer, more comfortable learning environment for everyone in the building.

Abatement and Floor Repairs: Addressing Health and Safety Concerns

In addition to the roof, the school's floors are in need of immediate attention. Over the years, normal wear and tear have caused cracks, warping, and uneven surfaces in hallways and common areas. The floor glue is home to the hazardous material asbestos, which requires professional abatement to ensure the safety of students and staff.

Floor repairs will prioritize asbestos removal and be completed with a durable, low-maintenance finish designed for long-term wear and tear. The abatement process will be done with utmost care to prevent any exposure to harmful materials, and the updated flooring will improve not only safety but will also lower maintenance cost over the upcoming years.

Enhancing Our Gym: A Community Investment in Sports and Events

The gymnasium is central to many school activities, from athletics to community events. Unfortunately, the current gym floor is reaching the end of its lifespan. The wood is separating, there are dead spots, and the surface has been sanded down to its limit, leaving no room for further refinishing. These issues not only pose safety risks for students but also restrict the school's ability to host events and fully utilize the gym for essential functions. While a complete renovation will eventually be necessary, this project is the final priority in the bond, as the floor is expected to last a few more years before requiring full replacement.

The Financial Plan: What It Will Cost and How It Will Be Funded

The bond proposal outlines the total cost of replacing the roof, addressing floor issues, and upgrading the gym floor. The school district is committed to minimizing the financial impact on taxpayers while ensuring these critical upgrades are properly funded.

The total bond amount is $2.9 million, to be paid over 5 years if approved by the taxpayers of Carter County. However, it's important to note that over $2.75 million of this cost will be covered by pipelines and utility companies, leaving less than $200,000 to be funded by local taxpayers. This significantly reduces the financial burden on the community while allowing for much-needed improvements to county buildings.
